The Corporation of the City of London (the City) is acting in its capacity as the administering municipality on behalf of, and under the direction of, the Board of Management for the Lake Huron Primary Water Supply System (hereinafter referred to as Huron, the LHPWSS, the Board, or the Owner).  Any reference to the City in this or related documents refers to the City in its acting capacity only.

The Lake Huron Primary Water Supply System (LHPWSS) is issuing this Request for Prequalification (RFPQ) to solicit responses from interested, qualified, Trenchless Contractor construction companies who are capable of undertaking the trenchless installation portion of the water transmission main construction project, connecting the Oneida Nation of the Thames (ONOTT) settlement to the LHPWSS.  

This is the first of a two-stage process. The intent of this first stage is to establish a list of pre-qualified trenchless contractors that are capable of undertaking the trenchless installation portion of the transmission main, across the Thames River, as indicated in this RFPQ.  It is noted that a separate RFPQ process is being undertaken concurrently to prequalify General Contractors (through RFPQ 2024-283). The expectation is that pre-qualified General Contractors (Successful Respondents), identified through RFPQ-2024-283, will be required to retain one of the pre-qualified trenchless contractors through this RFPQ, as a subcontractor to complete the Thames River crossing through the subsequent tender process.
